Between March and August 2024, Adroit Consult International conducted this impact evaluation for the Partnership between Massachusetts General Hospital (MGH), Mbarara University of Science and Technology (MUST), and Mbarara Regional Referral Hospital (MRRH). The engagement focused on (1) a partnership evaluation for the most recent years (2018-2024); and (2) the development of a conceptual framework for partnerships to highlight impact, shared values, program focus areas, goals, and outcomes of the partnership.
Since its inception in 2003, the MGH-MUST-MRRH partnership organically expanded to support research and innovation infrastructure, education and training, and clinical and community care in southwestern Uganda. This was a somewhat unusual evaluation as it involved assessing a partnership vs. a project. Further, indicators and objectives were not identified from the beginning of the partnership, which required an iterative process to gather data and determine impact. We evaluated the partnership across key priority focus areas by employing a highly participatory qualitative approach, incorporating a literature review, key informant interviews and focus group discussions with a diverse range of stakeholders to assess the partnership’s impact. The interviews and group discussions were held physically for the stakeholders in Uganda and Virtually for those in Boston USA and the rest of the world. The assessment was guided by criteria of the Organisation for Economic Co-operation and Development / Development Assistance Committee (OECD/DAC), with a particular focus on the partnership’s effectiveness, equity, and impact since 2018.
