About the Project

Adroit Consult International has been contracted by Ripple Effect to support the implementation of the Youth Inclusive Dairy Markets Systems (YIDaMS) Project. The overall goal of this project is “Improved socio-economic well-being of young people in the dairy value chain in South Western Uganda by 2027,” anticipating to enable 63,400 young women, men, refugees, and persons with disabilities to access dignified and fulfilled work in the dairy sector. The project targets 70% young women, 10% refugees, and 5% persons with disabilities. Specifically, Adroit Consult International’s contribution will be to enable increased revenue of business enterprises by the young people in the dairy value chain by 2025 through among others, enhancing access to input and output markets, and also facilitating linkages to both financial and non-financial Business Development Services in the dairy value chain, for specifically young people.

Job Summary: The M&E Officer will provide full-time MEAL support to the Project Manager and entire project team. Roles include to develop, manage and support collection of project data at field level. The role works hand in hand with other staff who provide the necessary information required for the effective and sustainable delivery of Ripple Effect’s programme. The post-holder will be responsible for designing and implementing monitoring and evaluation systems that facilitates accurate analysis of programme performance and impact.

Roles and Responsibilities

Reporting

  • Design functional project M&E systems and ensure their operation
  • Liaise with M&E Assistants to ensure timely preparation of monthly, quarterly and annual reports.
  • Prepare reports and monthly summaries as required
  • Provide line technical supervision support for Data Management staff
  • Participate in periodic reviews
  • Provide technical advice and follow up with programme implementers to ensure compliance with the M&E needs of the project
  • Oversee and support operations of project quality assurance aspects
  • Maintain an updated Programme Indicator Performance Tracker Table (IPTT) and Output tracker, in addition to other report requirements as may be requested
  • Working closely with the program quality coordinator, to support the dissemination of learnings, reports, publications and participate in learning sessions, and ensure that the lessons learnt are utilized to inform on-going and future programming and advocacy

Data Management

  • Coordinate the routine data analysis and timely collection of good quality M & E data
  • Perform analysis and interpretation of data as & when required for project requirements.
  • Support project participant profiling.
  • Take lead in surveys and assessments
  • Support the documentation of learnings and best practices
  • Ensure that programme records are adequately managed by the project staff

Monitoring

  • Organize and undertake periodic monitoring visits across programmes to ensure compliance with programming quality standards.
  • Perform routine backups and ensure security of data captured into the project MIS & other databases.
  • Tracking group monthly sales
  • Perform any other duties as assigned by the supervisor

Qualifications, Skills and Experience:

The applicant must hold a bachelor’s degree in statistics, project management, quantitative Economics, Population studies, social sciences or other related fields. Bachelor’s degree in the above is essential. A post graduate Diploma in Monitoring and Evaluation is required. At least three (3 years) of working experience in humanitarian and development settings. Excellent understanding of indicator matrices, monitoring and evaluation/results frameworks (including expertise in design of indicators and data collection tools, testing and data collection and analysis). Experience with some or all of the following tools Excel (including pivot tables), SPSS, Stata, Survey-CTO, KoBo toolbox. Excellent communication and interpersonal skills. Ability to work under pressure, ability to prioritize and commitment to meet deadlines. Potential and flexibility of attitude to learn and take on new tasks.
