MID-TERM EVALUATION OF THE STROMME EAST AFRICA 5-YEAR STRATEGIC PLAN FOR THE PERIOD 2019-2023-UGANDA, TANZANIA AND SOUTH SUDAN

Adroit Consult International was supported Strømme Foundation East Africa to conduct a comprehensive mid-term evaluation of its 2019-2023 strategic plan in East Africa. Strømme Foundation is a rights-based development INGO dedicated to empowering communities and promoting poverty reduction.

 

Our evaluation focused on assessing the extent to which the foundation’s programs were meeting their strategic objectives, fostering integration and synergy among activities, supporting rights-holders and engaging with duty-bearers, aligning with international development standards, and identifying lessons learned for future improvement.

 

Considering that the COVID-19 pandemic significantly impacted the operating environment and underlying assumptions of the strategic plan, our evaluation aimed to provide insights into how Strømme Foundation could adapt to these challenges, identified opportunities for innovation and improvement, and ensured the continued relevance and effectiveness of its programs. The evaluation specifically achieved the following;

  • We assessed the extent to which the foundation’s programs were meeting their targets in areas such as education, livelihoods, and civil society strengthening.
  • We evaluated how well the different program components were working together to achieve broader goals.
  • We analyzed the foundation’s efforts to support rights-holders in claiming their rights and engage with duty-bearers to fulfil their obligations.
  • We assessed the extent to which the programs were aligned with the OECD/DAC criteria for effectiveness, efficiency, relevance, sustainability, coherence, and impact.
  • We identified key lessons learned from the program implementation and provided recommendations for strengthening future interventions.
